The Department of Customs is again facing another controversy after charging a woman nearly P20,000 just for some used items sent to her from Canada.
This story was first seen as a Facebook post of a disappointed woman named Norlin Robles Sunga. Last October 9, Norlin went to the Customs Office in Pasay City to claim her boxes sent from Canada containing ‘used goods’. A lady in uniform opened the first box and automatically told her that she can’t bring home immediately the packages sent to her, stating that they will first assessed the corresponding value and the tax which must be paid first. Norlin emphasized that everything in the box were used goods and that they were already taxed from the time they were bought. But the Customs official urged that though they are used goods, they are still imported goods. Norlin wants thorough explanation for the taxing of imported items. So she was directed to another room for the so-called clarification.
She met another officer who happened to see a Louis Vuitton bag. According to the officer, she saw original Louis Vuitton bag at Festival Mall amounting to P120,000. Norlin argued that it’s a used good and a discounted model as well. But the officer said that the tax should be payed accordingly.
Norlin was then handed a computation sheet amounting to P19,834. She was totally shocked because she thought that the tax depends on the on the declared value of the item. The amount includes freight charges according to the officer. She asked for the names of both employees assisting her but they refused to tell her.
Leaving with no choice, Norlin forced to pay the amount to bring home her boxes. During the payment, they opt for cash rather than cheque but Norlin still paid through check for supposed paper trail. Finally, she was able to get the names of the officers who handled her boxes. The supposed P200.00 payment turned out to be P20,000. She went home disgusted.

Sa tingin ko pwedeng magkakamali lang dun sa COST na $905.32 at POSTAGE/FREIGHT na $531.75.
So try natin alamin kung san nanggaling yan.
Sabi ni Norlin na 2box daw ang package nya tapos meron syang dalawang receipt na galing sa canada post. Nakaprint na declared value dun sa isa na 500CAD tapos dun sa isang receipt 500 at 200 = 700CAD. That means 1200CAD yung value ng lahat ng items nya. Yung postage/freight naman, di ko alam kung magkano. May binanggit si Norlin na 700CAD na bayad daw sa freight? So ang hula ko, eto yung nakaprint na 277.53 at 427.3 dun sa upper right corner ng canada post. Total is 704.83CAD.
Di ko alam kung ano ang conversion rate ng cad to usd that time so try natin alamin.
1200CAD÷$905.32 = 1.32545CAD/$
So 1 USD is 1.32545CAD. Check natin kung tama ang value na nakuha natin. Kung icoconvert natin yung $531.75 to CAD, multiply by 1.32545CAD/$, we’ll get 704.808CAD. So yung 704.83CAD nga ang postage/freight. That means walang mali sa computation nila. Dun naman sa kung may tax ba ang used item/gift. Ang pagkakaalam ko itatax din yan pero minsan pinapalampas nalang ng BOC. Correct me if I’m wrong. Parang nabasa ko na kasi dati yan. Balikbayan box lang yata wala.
Di ko lang alam, bakit ayaw pakita yung ID nila. Siguro may ginawa na silang kagaguhan nung araw na yan kaya ganyan sila kaingat.
