Presidential aspirant Rodrigo Duterte officially filed his Certificate for Candidacy as President at the Commission on Elections.
Last November 27, Atty. Salvador Medialdea, filed the Certificate of Candidacy in behalf of Mayor Duterte.
Supporters of Duterte gathered around the Commission on Elections to pronounce their support towards the mayor. They brought tarpaulins stating that the substitution should not be hindered.
The substitution of the Mayor became controversial because there are errors in the COC submitted by Martin Diño, a presidential aspirant who withdrew his candidacy that paved way for the entry of Mayor Duterte. It is said that Diño filed as mayor of Pasay and not as president.
With that, election lawyer Romulo Macalintal pronounced that Duterte can’t substitute Diño. But according to a former Comelec official, Sixto Brillantes Jr., Duterte can still substitute since the candidacy was filed with grounds of substitution.
Martin Diño, tagged as a nuisance candidate, is still under the investigation of Comelec because of a petition filed by Ruben Castor. The result for this case will be issued on December 16.
