President-elect and outgoing Davao City mayor Rodrigo Duterte thanked overseas-based Filipinos after he led all presidential candidates from overseas absentee voting.
In a Facebook video posted by Rappler journalist Editha Caduaya, Duterte invited Filipinos abroad to visit Davao City and enjoy durian.
Duterte promised to create a Department of Overseas Workers, which will cater to the needs of overseas Filipino workers (OFWs). He also plans to create a one-stop shop in one building for aspirant OFWs where they can apply for all the required documents, pay necessary taxes, request for authenticated birth certificates, etc.

He admits he hates being asked to return to offices multiple times and aims to make government service more efficient.
