Things To Know About The OEC Exemption Who are exempted?
OFWs returning to their previous employers or jobsites are exempted from acquiring Overseas Employment Certificate (OEC). Those that already have records in the POEA database and OFWs deployed by POEA Government Placement Branch are also exempted.
Things to do if you are exempted:
- Using the internet, log-in or register to bmonline.com before your departure date so you can check if you already have records.
- If you have records, update it if necessary. This will serve as the basis of validation at the Bureau of Immigration upon departure.
How much is the payment for registration?

Registration is free for exempted OFWs.
Who are not exempted?
OFWs who are obliged to pay for the OEC are as follows:
- Has different employer or jobsite
- Included in the watch list or the employer is in the watchlist
- Going to countries with restrictions
- Undocumented workers (working students, dependants and previously on tourist visa)
- Previously working as a seaman but are now land-based worker
Things to do when not exempted?
- Log – in or register at bmonline.ph before the set departure date for you to know if you have records or not
- If you have no records, go to the BM Appointment page for the regular processing of OEC in the POEA office.
How much is the payment if you are not exempted?
Php 100.00 will be paid for the processing fee.
What is the entire process?
- Log in at bmonline.ph
- For registered users:
- Go to ‘ALREADY REGISTERED’
- Type in the previously used OEC number
For unregistered users:
- Choose the ‘New User’ option and fill in the necessary form
- Verify through your email and click the confirmation link
- For users with POEA record:
- Update personal data if necessary
- Click ‘EXEMPTION’ for the online assessment
- Type in the date of departure and confirm if returning to the previous employer or jobsite
For unregistered users:
- Go to ‘BM APPOINTMENT SYSTEM’
- Choose the time and date for the OEC pick-up
- Get the OEC at the POEA office on the scheduled date
- Go to the airport 3 hours before your departure time
- Go to the check-in counter
- Go to the Bureau of Immigration and show your passport and other important documents.

Hi thanks for the articlke, I’m an OFW, I’m already exempted but i have dependents and the bm online process doesn’t provide any form which can be printed as a ready reference of my dependents when they depart NAIA. so how will they be able to apply for the reduce rate of travel tax when one of the documents required are no longer printable (OEC Form)? Please advice. Thanks,
