As Duterte’s winning brought many changes in the country including expediting the procedure for renewal of driver’s license and other government requirements, another plan is being ironed out to manage easy access to services by Filipinos with the idea of putting up a national ID system.
National ID Sample Format
According to Budget Secretary Benjamin Diokno, the ID is intended to replace all previously issued government cards containing biometric information and will be issued at the time of birth and will be renewed when the citizen reaches 18 years old. This excludes the passport and driver’s license.
As things are still being ironed out, an order has been drafted for the national IDs which will be given within two years from enactment of the proposal to 105 million Filipinos.

“We tend to give Filipinos a national ID that will also function as a social welfare card,” Benjamin Diokno stated.
Diokno also said that the national ID will bear an EMV or chip-based technology which can be easily accessed to identify if a citizen is entitled to discounts on transportation, medicine, and health care services.
Senior citizens and 5 million Filipinos falling below the poverty line are to be prioritized in the distribution of the said ID.

Meanwhile, House of Representative Committee approved a bill last month that sought to unify all government issued identification cards into a single ID hoping it would provide a more efficient and easy access to information of every citizen which was previously rejected by Duterte’s predecessors and still earns criticisms claiming that would only invade the privacy of individuals.
